disagree. actions are definitely stronger than words, but you can't always escalate physically (eg if you're texting). you don't have to communicate that you like her. you have to communicate that you're pursuing her. show intent.

i usually let it slide if she acknowledges / apologizes, this can be pretty common in some demographics and not necessarily an IOD--in fact sometimes it can indicate comfort. if it is an IOD, you can tease her about it, or retaliate, but my personal preference is to draw a boundary. eg "i'm sure your text is important but i don't like when people text mid-conversation."

if you're hanging out one-on-one, no real need to explicitly call it a date. all you need to do is show her you're interested, and a better way of doing that is making a move--flirt with her, escalate, kiss.

texting is fine. calling can be good to set up a date, typically this goes over better with older women in my area (NorCal). here, if a girl is in her early/mid 20s she's likely more comfortable texting than calling. more context is needed.
