She stole something. That's illegal. It's that simple. Cops have discretion dude they have the power to determine if an arrest is appropriate, even if they know a law has been broken. I go to a fairly small university, and unless I want to be known as the guy who hits on EVERYONE, I can't really go around approaching dozens of girls a week.
