I'll probably get downvoted for this but I think false rape accusations are worse than rape. In the event that a man goes to prison over a false rape accusation, this entails libel, kidnapping, forced confinement (for potentially decades), and potentially repeated rape and torture (rapists are not well respected in prison). We absolutely need to institute strong punishments for false rape accusers. All of the gender studies professors and all of the feminists in positions of power and influence, whether the ladies at NOW or Hillary Clinton herself.
