Only 10.6% of women age 25-44 have 15+ sexual partners. But I came up with a reasonable explanation using the exact same wording and actions to show that it could have been a hard no, one filled with nervousness and trying not to offend or aggitate the man, but still a hard no. The point is body language is vague, words are not. You can't read her mind, so why try to?
