This was always the underlying purpose of the adoption of "ongoing affirmative consent" as policy, and it's the same with virtually all progressive legislation: create a murky, uncertain standard so you can apply it selectively to anyone at any time - the better to target your political and cultural enemies. The theater lies in obscuring this true purpose, and "think of the children/women" has always been the most effective cover.
