It doesn't say "Only men can stop rape" it just says "Men can stop rape". You're right, statistics show that more women falsely claim rape than men do. Which is why it would make sense to target a campaign against false rape reports towards women. I don't even see a campaign directed at men who are tempted or inclined to sexually assault people.
