The actual question is, why is it a strict liability crime? Why won't the government let a jury of our peers determine whether an adult took advantage of a minor or whether the minor took advantage of an adult? My guess is that it gets really murky when you try to determine consent, independent of outside influence, by a minor given the limitations of their development.
