So would screaming at a bieber concert in that age group disqualify one despite being sexually mature? Either you're 15-17 or you think that the 12-15 year old girls that are screaming at Bieber concerts are sexually mature. Not to mention that providing alcohol to a minor is a crime, and providing alcohol to a minor in order to have sex with them is a bigger crime.

I don't think you understand. The 15 year old isn't held culpable of the act. Just because an adult woman can take control of her own birth control doesn't make it okay for her to sleep with underaged teenagers just like a 45 year old man with a vasectomy shouldn't see that as a free pass to buy beer for underaged girls he met on instagram as long as he's disease free.
