It's a bit of a balancing act though isn't it? From what I know, part of the reason some crimes have very harsh punishment is to deter people offending. While I can understand why you wouldn't want to scare off anyone from confessing to a crime already committed, you also don't want to send a message that says "Hey, go ahead! Do this!
