You can deprive people of their rights if you do so under due process of law. Citizenship under rare circumstances can be removed, but that doesn't mean it wasn't a right in the first place. We have the right to life, liberty, and property, but those can be deprived under due process. In other words, if she is a citizen, then her citizenship is her right until it is taken away duly by a court of law.
