Do you have the source for the actual law? I have not been able to find such a thing. While I got my vasectomy as a single male, I had a friend who is married that had no issues doing a consult and scheduling his without his wife's involvement. Edit: Just to clarify, a source from a state or local government website. I know for a fact it isn't federal law.
