Actually, in some areaes, nutrition courses in education are already implemented. While more could do against obesity, i dont think that you proposition would be medically efficient as forbidding overweight people from walking would be a terrible idea. Encouraging sports session for overweight people of both sexes might be a way better idea and would help a lot of health problems to begin with.
