It's not used there to "put men down", but to describe certain problematic behaviours among men. It's not necessarily wrong to wanting to be seen as masculine. There is a problem though is that masculinity is a toxic version. I would say that mood swings, violent behavior, and emotional outbursts can be toxic among both men and women.
