Tampons are not considered essential and thus can be taxed. This can seem discriminatory for obvious reasons. Make up, while not a necessity, can be required socially in order to advance in a job where as a man in the same position doesn't need it. Men often can't see the makeup or recognize that a woman is wearing it, but they will select the women wearing makeup over the one not wearing make up.
