The difference between your eye contact coming across as creepy or hot is if she is attracted to you or not. If she is not attracted to you in any way, then you stare will come off as creepy, on the other hand, if she is attracted to you then you stare will come off as hot and sexy. Hey man, you kind of answered your own question. You can buy as many pua books and programs as you like but if you don't actually approach nothing will happen. You miss 100% of the shots you don't take. It seems you are afraid to approach, but you shouldn't, even if you get rejected it's no problem. It makes you grow a tougher skin and improve.
