Is there a context in which she would have thought such a statement was okay? Like when feminists try to pass laws requiring rectal exams to obtain Viagra because they're trying to draw a parallel to requiring ultrasounds to obtain an abortion. Their logic is shitty and it's a horrible analogy, but it's clear that they don't actually believe a rectal exam would be necessary to obtain Viagra. I haven't looked at it for a couple years, so maybe it's changed. My impression of it back then was that it was a feminist sub masquerading (poorly) as caring about men. It was filled with White Knights who thought the best way to get laid was to sympathize with women and call themselves male feminists. There was also always a lot of apologizing for male behavior.

They're counting the number of accusations where the woman comes right out and admits she lied That's about all you can use, but it's not conclusive. How do you know which time she was lying? So you can look at actual rape convitions and actual false allegations proven Rape convictions are a good statistic and probably as reliable as you can get, but it still doesn't conclusively mean that the accusation was for sure a rape. The only true answer to this question is that it is impossible to know and, therefore, anyone who tries to claim a specific percentage is doing so to promote an agenda.
