I can't see how you would use them to assess people regardless: the manager I mentioned above was just sitting in the office watching YT videos and waiting for 22:00 so that she could go home - not unusual from people coming from certain consultancy companies.

I am not surprised this scenario happened in the UK (but it might have been Canada or some parts of the US or Australia): the anglo-saxon education system starts priming children from a very young age into a cult made of guilt and shame (if male) and endless victimhood) if female.

Hours don't really mean that much: I know people who stayed in the office vey long hours, just to gain cred with higher management, doing nothing of value.
