While in theory that would work in most states it doesn't. In most states it's generally legally acceptable that a minor can very often (accepting cases like murder and whatnot) beheld accountable when they do things like that because their brain is not fully developed enough to understand what they're doing is wrong.

It already is. A birth certificate is a legal federal document it's illegal to knowingly put false (or for that matter even put information you're not 100% certain of) on federal documents.
