Assuming that is an IOI, what was their body language right after it? Because if there was no other signs, especially eye contact, then it could be just girls trying to navigate a packed party. Nothing more. And to answer your question I have done the stupid of saying no (with explanations yet no rescheduling) to a girl asking to simply hang out. Other than that, IOIs don't exactly say all that much.

Oh man, Instagram is terrible for meeting chicks. Well, I don't think you should of hit her back up so quickly, but going to dinner with a prospect does not guarantee an LTR or something more invested. Go have your dinner or do some other whacky activity with your current prospect. Just have fun with this. Especially if she is leaving maybe she wants to have some fun before she leaves. Actions speak louder than words, my friend. If this guy is timid or scared, then he needs to take that plunge more than ever to find out. It is the best way to defeat that anxiety.
