Plenty of girls are taught not to do that. You just don't see them because they socialize in different places and fashions than girls who are going out to party hard. Or alternately, they're the wingmen (wing women?) of their friends who are out to party hard. They're going home alone or going home with friends, so they don't register on the radar of guys because they're not out to reel a dude in.
