There are definitely strings attached- the mother must give her name, address, and phone number, and has 24 hours to reclaim the baby. They are also given access to child care programs, behavioral wellness programs, support programs, food stamps, a whole lot of really good things. If she drops off the baby and does not fill out the paperwork she’ll be charged with abandonment.
