Society just prefers to overlook their behavior.I think that most of the time women get more leeway when they are creepy because as a whole men are more creepy and forward, and physically aren't seen as much threat to men. I think the reason is that women usually are more picky with partners, so I guess they are creepy to less people than a man would be. And men usually do the chasing and first moves, so unless she does I guess she won't do things that may be seen as creepy.
