Edit: At this point I'm assuming this guy thinks he can just like walk up to a girl at a book store, strike up a conversation, and then ask for a kiss. That is downright creepy. If he were in a more romantic or applicable situation (at a bar, club, party, etc) then it's perfectly fine to chat someone up for a while and then steer the conversation to a romantic or sexual one.
