Estrogen and progesterone are separate hormones. Progesterone does not "address the lack of estrogen."When a woman who has a uterus goes on estrogen, she also has to go on progesterone to protect against uterine cancer. Declining progesterone is what can cause or exacerbate depression, anxiety, insomnia... If she's on progesterone, she's obviously also on estrogen.
