IMO attending events, talks and classes are more helpful in some cases. There's a built in social aspect, and it's very easy to approach. I love to cycle alone, but at a bike maintenance class, you have something in common.

Consider going to events and talks that interest you. These also usually have a social element and like minded people. If you're into the outdoors, it's summer, and probably not hard to find a hiking group. The only necessary piece of equipment would be shoes.

The point is that you have screen girls out just as they would do to you. There's plenty of girls that will bang you for reasons that don't allign with yours. Sometimes you have to suck it up and tell them that it won't work out. It sucks, but everyone will be better off in the long run.

Don't ask, tell her that you want to take her on a date. If she's interested, she will enthusiastically say yes. You have to be the leader, and show her that you have a plan. If you ask her to "hangout," it's ambiguous, and makes her think you only want to be friends or you're timid. Neither are panty droppers.

Are you in Japan or in another country? FWIW, I found Japanese girls under 30 impossible to crack and very conservative. I found things to go much more smoothly with Japanese women in their thirties. This includes PDA and a typical dating progression.

Start a social hobby. Dance, martial arts, politics, volunteering, sports league, book club, professional happy hour, etc. It's ok to bounce around from activity to activity aimlessly for a little while, but your goal is to find something to which you can dedicate your time, and attend regularly. You'll at least make acquaintances based on mutual interests. Just focus on doing something you enjoy, and being social.
