Well no system is perfect, but like i said, i haven't met an innocent sex offender yet. And I've met several hundred.

Innocent people rarely get sentenced. I supervise sex offenders and not one was innocent.

Can confirm, threat of punishment does very little to people like that. I'm a probation and parole officer. We will put someone in jail for just missing an office visit and that doesn't stop close to 40% of them on any given week. Also punishing someone with 20+ year four accusing is a bit harsh.
