Again, this boy didn't identify as gay or trans, not openly at least. And even if he was gay he is still male. You can't say it's a single gender organization if there are more than one gender participating. My ex was in girl guides and had a boy in her troop. Now, everyone thought he was gay from his mannerisms but he never openly said so. Maybe the leaders knew more about the situation and decided to let him in but none of the guides knew. I know this is anecdotal but maybe it's not as clear cut as you have described and boys can join if the leaders think it appropriate. I don't know for sure but I do know that it is possible for non-trans boys, at least non publicly trans, to join the girl guides
