Actually, this kind of thing is pretty much in every parking garage ever in Germany. Luckily it's not a law, so you can actually disregard it. Also, this bullshit is sexist towards both genders. Women are not necessarily bad drivers, men ar not necessarily good drivers, women shouldn't get special treatment based on their gender, men shouldn't get worse treatment simply because of their gender.

Sure, I'm not even discussing that. But "friendship" is normally a two-sided exchange - both give and receive. "exploiting someone" is a one-sided exchange, one gives and one receives. And I think implying that one sex is generally not able to develop "real" friendships is pretty fucked up. Both sexes are able to develop real friendship, a lot of the times it just doesn't happen. I wouldn't say misandry is the whole reason. As a group we should always reflect on ourselves and see that there are probably individuals in our midst who call themselves MRA but are more likely just hate-spewing bigots.
