Eh. The FDA is ridiculously risk-averse, to the degree that they kill more people through overregulation than they save through regulation. If our society were genuinely well-designed then we could have rolled out covid vaccines even earlier. It's not like injecting RNA intentionally is more dangerous than letting a random virus do the same.
