I grew up with extremely attentive parents and I managed to slip away once in a mall when I was 3 or so. It happens. I'm not sure how tenant laws work in the UK (I'm assuming that's where you are since you called it a "flat"). Here in the States that would definitely be grounds for pursuing a discrimination suit. Yeah I hear ya but "should" and "can" are two different ball games. I'm from the states but I would think Canada would have somewhat similar laws pertaining to false imprisonment. That charge is a very serious felonious act that usually coincides with kidnapping charges. You'd have to physically restrain someone against their will for a charge like that to stick. It wouldn't even make it past the prosecutors office, let alone be heard in front of a jury.
