If, for example, you want to get less men killed, from a top down perspective, you would enact policies that would make men less likely to kill people, because men are the ones that kill more. Maybe homicides affect men disproportionately, but men are far more likely to commit it... it's a shame that MRAs are in great part just reactionaries against feminism, if you were willing to listen more carefully you would know that feminism will end up helping men with issues like this.
