I agree with the other guys saying comfort test. Not EVERYTHING considered part of a healthy traditional relationship should be avoided, girls still like to know they're cared about and if you do care about her it's not "beta" to let her know. She wants that more than exclusivity.

Yeah, I'd say you're pretty spot on. He's just having fun and doing his thing (it so happens that his thing is hitting on girls). In this case, she needed a little bit of comfort as she was very keen and wasn't sure if he was interested at all. She'd probably have put the defences up if he didn't give her a little of that. But context and vibe is everything, he could have said anything, the energy and vibe is everything.
