A woman is asked if she lied about being raped. She's going to say no, no matter what. They do not just "ask" women if they've been raped to calculate these statistics. Most of the time when women lie about rape the guy is called guilty and he's called a rapist so it's not counted as a false rape report. While nobody agrees on how many rape accusations are false, most agree on a range of 2-10%. So when you say "more often than not" you are actually making a very funny statistics joke.
