Yea the place I work has fallen so far down the diversity hole we have to file extra paperwork with HR to hire a white man, to prove he was the most qualified candidate for the position by a decent margin. We also have an executive VP of diversity. I seriously doubt he does anything nearly valuable enough to justify his $250,000 salary.

It's a complex situation with no one answer. Japan has an insane work culture that is based on perception. Workers arrive before their boss and don't leave until the boss leaves. Since the bosses are workaholics, it leaves the workers just sitting at desks 12-14 hours a day. You're correct, and it's a hugely complicated problem, but there does appear to be a genetic factor. https://www.ncbi.nlm.nih.gov/pmc/articles/PMC3603686/ This doesn't excuse anything, but does provide some insight into why this problem is so widespread.

Sadly they're apparently filled with people who hate spending any amount of money on education OR see educational systems as a way to extract tax money for their friends/family on useless spending that doesn't actually advance education. Sadly a giant wave of horseshit known as 'zero tolerance' has washed through US schools in recent decades. Everyone involved automatically gets punished no matter how one-sided the incident. School admins love it because it removes any responsibility on their part to determine what really happened and they can continue sitting around in their offices with their thumbs up their asses all day.

Or try the trick where you request money from them instead of sending money. If they aren't paying attention you can snag yourself 20 bucks or so. Even if they get the transfer reversed it still at least gives them some hassle and wastes some of their time.

My employer makes us take a training class to make it VERY CLEAR the best candidate for a job is the one hired, regardless of all the stuff protected by EOE. They then give an update on the women/minorities hired quota every quarterly meeting. The hiring managers have to provide extra documentation to HR every time they hire a white man to prove he was the best candidate.
