Because we know of the case but not the defendant. Also sometimes the defendant is identified later on if they are convicted. Plus it's not like the rules are secret, often the news article includes a sentence on why the defendant and victim are anonymous.

In Finland defendants are anonymous in these cases and we don't have this problem.

The fact that the drug policy isn't key here. What is key is that there is that US corruption is much lower than in Mexico, which makes it much more suitable to produce drugs in Mexico and export it to USA, than to make it inside the US.

We're talking about France. Many countries here are very totalitarian in certain aspects, though on average quite free, which is usually shocking to Americans.
