Its just the halo effect that's the cause. Woman look cute and caring so they are perceived as so. No civilized society today makes it a priority to educate its kids to look beyond looks.
I wouldn't be surprised if that was true. Traditional gender roles will have men think women are less competent. Also diversity hiring might make men think the same. This will go away as time moves ahead and there are more women in the workplace, or hopefully less diversity hiring.
