They are there for show and as a deterrent, but will call for backup if things get really serious. While you aren't "technically" wrong, they are, in all practical examples, there for show and at most an early warning. Much akin to the Swiss guard of the Vatican, the ones in the bright clothes and funny hats are covering for the ones in plain clothes or suits with the actual loaded weapons.
