"Despechado" literally means 'jilted' or 'cast aside'. It is a bigger insult in Spanish than it is in English. What she is saying is that she doesn't want another woman's cast-offs, sloppy seconds, or the kind of guy who can't get any female attention. "No bajos" is easy. No short guys. Women are fiercely competitive among themselves, and men are how they keep score.
