If this child's brain isn't fully developed then how can you consider him to be giving consent? It could be that this woman pushed herself onto this child and the child didn't know how to react or say no even if he wanted to. I would be willing to bet your view on this would be entirely different if the underage boy was a girl and the woman a man. A boy of 16 is very undeveloped in terms of cognitive and emotional development, this woman could be potentially very damaging to the development of this child.
