Shooting him was justified. He was drunk driving, endangering the lives of everyone. They were placing him under arrest and he punched the officers repeatedly, stole a taser and fired it at one of the officers. He made a run for it and tried to shoot taser again. Doesnt really matter if he was shot while running away. He was a danger to everyone at that point, he needed to be stopped.
