Except that it worked. As evidenced by so few people "going postal" these days. As the other guy said, you may be too young to remember, but soon after this type of policy was implemented at the USPS the number of incidences of "going postal" immediately started going down. Could be a coincidence, but that sounds like a big claim that I'd need to see evidence for before I believed it.
