I used to be a probation officer a long time ago. It's impossible to sanction those who violate probation because there's just not enough room in detention facilities. I tried to have a violent parolee who blatantly violated his parole jailed and when he went to trial, the judge took him off probation. The icing on the cake was this criminal was also an illegal. The point is probation is basically an inconvenience, not a punishment.

The Country of Georgia. I only need about $3,000 a month to live in a first world country.
