I don't think that was the intention no, they might have not expected the backlash to be quite as vocal. The internet is a bit of an echo chamber though and I don't think everyone cares, particularly not Gillette's whole customer base. They won't know what effect it has really had on their sales for a while, it's far too early to tell at this point. I'm not defending them, I find the advert condescending and reductive. Me and my wife think the advert is bullshit, but we both suspect men are not the intended target audience.
