I agree that open carry doesn't work when you're in the service industry, and acknowledge that many organized companies have ill-informed policies that prevent their employees from being able to defend themselves during business hours. Also, some buildings have posted signs that prevent bringing guns inside no matter who you are. However, baring those conditions, a properly concealed handgun is by definition concealed. Illinois and Washington DC are the only two places in the USA that don't currently have some sort of concealed carry on the books. There are about a dozen other states that make it a royal pain in the ass to get one, but for the most part it only requires being 21, not a felon, filling out some paperwork, and taking a class. If the statistics support a disparate rate, then it should be disparate. You don't argue with math. This is like saying an insurance company shouldn't discriminate against someone with cancer.
