If we are talking US, they are allowed to serve voluntarily, but they do not have to register for the draft. US draft is more of a formality and agreement to be mobilized in case of an emergency. There is a law requiring all US men to register for draft or face fines\jail time, but it has never been enforced.

Because when it is not ok, it results in victim being punished. The system is inherently flawed in that it punishes the victim. He believes that the only way to avoid it is to change the entire attitude, normalize it if you will. It's like you cannot understand what I'm saying.
