The only studies that put the rate at 40-50% are from studies that only use 100 or so cases where as the studies with a larger sample size, around 1000 cases, put it between 2% and 15%. This is due to the difficulty in getting the evidence required to prove that a specific person raped another specific person beyond a reasonable doubt. If you think only 1.5% of people reporting this are telling the truth you are deluded. There are false allegations but they are not the overwhelming majority of reports.
