Increasingly in western countries men are afraid of rejection and wont even ask girls out in meatspace where an actual consequence might occur So culture does play a role, you wont find as many incels amongst the ranks of eastern/southern european men or middle eastern countries where they just chattel it up and sell female relatives to each other
