In Texas, the age of consent is 17. However, the state doesn’t want to prosecute an 18 year old senior for having sex with his 16 year old high school girlfriend. Thus Romeo and Juliet. Pennsylvania High School Teacher Arrested for Sexually Assaulting 17-Year-Old Student in Car Texas has a law that outlaws a school employee having sex with a student at that school regardless of age of consent. As far as being 17, I hesitate calling 17 year olds children.
