One way to guarantee recidivism is to deny somone who has 'done their time' the ability to earn a proper wage, and be left with only one avenue to make money. Agreed, which is why I somewhat support that people shouldn't be discriminated because they have a criminal record. Though it's a tricky thing, companies are not required to hire anyone, and definitely not someone who might harm their business. So it is a nuanced topic.
