The way you solve the "de-incentivization" issue is this: You add a stricter penalty for people who are discovered via investigative means to be lying. This will incentivize false-accusers to admit their crime. No joke. If you admit to a crime you usually receive softer penalties than the person who had to be caught.

I'm going to have to disagree. Making false accusations of any crime is illegal. The accused stands innocent until proven guilty. Rape should be no different. In fact, someone who falsely accuses another person of rape should also be charged with defamation of character because once you're accused of rape, public perception of you changes forever - whether you're acquitted or not.
